Eligibility Criteria and Pension Amount
Eligibility Criteria Common to all Pensions
The proposed beneficiary shall be from BPL family holding white ration card.
He/she shall be a local resident of the district.
He/she are not covered under any other Pension Scheme.
Old Age Pension
Old age persons, both male and female, who are 60 years of age or above and are destitute (with little or no means of subsistence and no family or relative to depend upon).
Weavers Pension
Weaver is 50 years of age or above and destitute.
Widow Pension
As per the Marriage Act 18 years and above.
Disabled Pension
Disabled persons having a minimum of 40% disability and No age limit.
Toddy Pension
50 years and above. Members of Toddy Co-operative Societies (TCS) or to an individual tapper under the Tree For Tappers (TFT) scheme and who have completed 50 years of age as on 1.2.2009.
Art Pension
No age limit. 6 months continuous treatment on ART (Anti Retroviral Therapy).
CKDU Pension
No age limit.Patients under going Continuous Kidney Dialysis(Chronic Kidney Disease of Unknown etiology).
Transgender Pension
Transgender is 18 years of age or above.
Fishermen Pension
Fisherman is 50 years of age or above.
Traditional Cobblers Pension
Traditional Cobblers is above 40 years of age.
Single Women Pension
Married women who are separated / deserted shall have above 35 years of age and the separation period shall be more than 1 year as on date of sanction of pension.
Unmarried women who are having 30 years and above of age in Rural and for Urban 35 years and above of age and no support of the family.
Dappu Artist Pension
Dappu Artists is above 50 years of age.
Pension Amount
The benefit under each pension for OAP, Single Women, Weavers, Widow, Fisherman, Toddy Tappers, PLHIV (ART Pensions), Traditional Cobblers will be Rs.2250/- per month and for Disabled, Transgender, Dappu Artists pensions will be Rs.3000/- per month.CKDU pensions will be Rs.10000/- per month.
Sanctioning Authority
Rural
The MPDO is the sanctioning authority for all pensions, in favour of eligible persons.
Urban
The Municipal Commissioner is the sanctioning authority in respect of all pensions, in favour of eligible persons.

Selection of Pensioners
The eligible list will be uploaded by the MPDO/Municipal Commssioner logins to DRDA for sanction.
Eligibility Criteria for determination of BPL households
The fundamental criterion to get eligibility for pension being the Below Poverty Line (BPL) status, Government have decided to examine the following factors for inclusion and exclusion of pensions for effective implementation of the scheme:
Priority shall be given to
ST households particularly PVTG Households in Agency areas
SC households
Practicing Artisans (Weavers, Toddy Tappers, Barbers, Washer men,Potters, Blacksmith, Carpenter, Cobbler, Animal herder, Village Artistes etc) and other Back ward Classes
Daily labourers (Daily wage labourers, Agricultural Labourers, Migrated labourers)
Nomadic Tribes having no permanent residence
Households with destitute/orphans
Households with Disabled
Households of Manual Scavengers
Other poor Households
Exclusion factors
State/Central Government and PSU Employees
Government employee pensioners (including PSU, Central Govt etc)
Income tax payers
Land owners having more than 2.5 Acres of wet and 5 Acres Dry or both wet and dry together more than 5 Acres (except ST in scheduled areas in ITDAs)
Outsourced Employees
Private salaried (monthly salaried)
Owner of car
Freedom Fighter pension holders
Distribution of Pensions
16800 tabs along with bio-metric devices have been deployed among the pension disbursement officers enabling them make payment of pension amount to beneficiaries every month. Further IRIS devices have also been deployed from the month of October, 2015 onwards.

Roles and Responsibilities of various Functionaries
Commissioner, Rural Development
Responsible for release of funds to the District Collectors based on the allocation made by the State Government
The CEO, SERP closely monitors the pension scheme & submits monthly reports to the Government on the funds utilized and district wise no of pensions disbursed.
He is responsible to submit utilization certificates for the amounts disbursed on quarterly basis to the Government.
He is also responsible to maintain the Welfare Pensions Website which shall be updated by 15th of every month.
The CEO will commission evaluation studies once a year and submit comprehensive report to the Government on the implementation of the Pensions scheme.
Project Director, District Rural Development Agency
Will administer the pension scheme in the district in such a way that the pensioners should receive pensions on first of every month without fail.
Releases funds to the MPDOs and conducts quarterly review with them.
Maintains a central database using the software provided and updates the Welfare Pension Scheme Website on monthly basis.
Maintains accounts and gets them audited.
Sends monthly report to the CEO, SERP.
Mandal Parishad Development Officer / Municipal Commissioner
MPDO / Municipal Commissioner Sanctioning authority for pensions in rural / urban areas.
Releases funds to the Panchayat Secretary / Bill Collector. Reviews with the Panchayat Secretaries / Bill Collectors on the implementation.
Reports to the Mandal Parishad / Municipality about the implementation of the scheme.
Sends utilization certificate, Acquittance and monthly report to the DRDA by 15th of every month.
Maintains accounts and gets it audited every year.
Panchayat Secretary / Bill Collector
Shall disburse pensions directly to the pensioners in the village / ward in the presence of Sarpanch / Ward Member and the members of Gram Panchayat / Ward on 1st of every month at a fixed place and time slot allotted by committee and door step payment will be given for bedridden and Leprosy pensioners.
Shall maintain the Pension register and shall update it every month.
Reconciles undisbursed amounts and will send to the MPDO/ Municipal Commissioner by the 15th of every month.
Panchayat Secretary / Bill Collector shall furnish Utilization Certificates to the MPDO / Municipal Commissioner by 15th of every month and MPDO / Municipal Commissioner in turn shall furnish UC to the Project Director, DRDA by 18th of every month.
Process through NTR Bharosa Pension Scheme Software
Transactions made through the NTR Bharosa Pension Scheme Software
District Collector shall issue financial approval to the pensions mandal / municipal wise in the first week of every financial year. Financial approval shall be generated only through NTR Bharosa Pension Scheme Software live data base containing names of the pensioners mandal / municipal wise.
As and when new pensions are sanctioned by the Mandal Parishad Development Officers / Municipal Commissioners to fill the death vacancies or vacancies arising due to permanent migration or in case of additional quota allotted to the Mandal / ward, the sanction proceedings of the MPDO / Municipal Commissioner shall be communicated to the DRDA. The DRDAs should update the data base with the particulars of newly sanctioned pensions. In all such cases supplementary financial approval for each Mandal / ward should be generated by the computer and communicated to the Mandals / wards after obtaining approval of the District Collector.
Every month, the District Collector will issue a release order in the following format.
A copy of the same will be placed with the MPDO / Municipal Commissioner and Project Director, DRDA.
The note file has to be generated through software only.
The DRDA after obtaining the approval of the District Collector, will issue the proceedings along with the cheques and acquittance lists.
The District Collector shall issue authorization to all MPDOs / Municipal Commissioners to sanction new cases as and when additional quota is allotted.
Accounts and Registers
Accounts
DRDA shall maintain separate accounts for each type of Pension at the district level.
Panchayat Secretary / Bill Collector shall furnish Utilization Certificates to the MPDO / Municipal Commissioner by 15th of every month and MPDO / Municipal Commissioner in turn shall furnish UC to the Project Director, DRDA by 20th of every month.
The accounts shall be audited every year at MPDO / Municipal Commissioner level and audit reports along with UCs should be furnished to the Project Director, DRDA.
The accounts at the DRDA level shall be audited every year and pension wise audit reports, Utilization Certificates should be furnished by the Project Director, DRDA to the CEO, SERP every year.
The PD, DRDA shall furnish annual accounts in respect of all Pensions to the Accountant General Office, Hyderabad every year marking a copy to the CEO, SERP.
Registers
Pensions Register consists of four sections, each section for each type of pension. Each section will have two parts, part A and part B. Part A will contain names of all existing pensioners and Part B will consist of list of eligible persons identified in the Committees who have not been sanctioned pensions.
